Report of the Working Group on Operating Procedure of Monetary Policy - Deepak Mohanty Committe Report

Following the First Quarter Review of Monetary Policy for 2010-11 (July 2010), the Reserve Bank constituted a Working Group to Review the Operating Procedure of Monetary Policy in India (Chairman: Shri Deepak Mohanty). Based on the Group's recommendations, it has been decided by RBI to make the following changes in the extant operating procedures of monetary policy:

· The weighted average overnight call money rate will be the operating target of monetary policy of the Reserve Bank.

· There will henceforth be only one independently varying policy rate and that will be the repo rate. The transition to a single independently varying policy rate is expected to more accurately signal the monetary policy stance.

· The reverse repo rate will continue to be operative but it will be pegged at a fixed 100 basis points below the repo rate. Hence, it will no longer be an independent rate.

· Under Marginal Standing Facility (MSF) SCBs can borrow overnight up to one per cent of their respective NDTL. The rate of interest on amount accessed from this facility will be 100 basis points above the repo rate. This facility is expected to contain volatility in the overnight inter-bank market.

· As per the above scheme, the revised corridor will have a fixed width of 200 basis points. The repo rate will be in the middle. The reverse repo rate will be 100 basis points below it and the MSF rate 100 basis points above it.

· While the width of the corridor is fixed at 200 basis points, the Reserve Bank will have the flexibility to change the corridor, should monetary conditions so warrant.

इन दिनों एक जगह टिक कर रह पाना कठिन सा हो रहा है और ऐसे में इन्टरनेट पर पहुँचते रहने के लिए लैपटॉप में कनेक्शन ज़रूरी हो गया है.
ब्रॉडबैंड इस्तेमाल करने के बाद डाटा कार्ड पर नेट की गति तो चुभने वाली लगती है फिर भी डाटा कार्ड मजबूरी बन गया है.
पिछले दो एक दिनों में हमने डाटा कार्ड के लिए कई जगह खोज बीन की पर कंफ्यूजन बना रहा.
रिलाएंस की गति तो हमें बहुत धीमी दिख रही है , बीएसएनएल सस्ता है पर होगा कैसा पता नहीं है और टाटा इंडिकॉम का तो कोई आईडिया नहीं है .
क्या कोई सलाह दे सकता है की बीएसएनएल, रिलाएंस और टाटा इंडिकॉम में से किसका डाटा कार्ड बेहतर रहेगा?

Rose in the dust

I was alone at Kapoorthala that day. After spending a good amount of time at Universal Book Depot, I decided not to go for coffee and started to roam around buildings and roads, just thinking nothing. It rather unusual, to be alone and to have an empty mind.
Then I saw a beggar boy of around 10 something age and decided to follow him to see what he was doing. He was moving here and there, some times begging, sometimes just watching others. At a tea stall a college going group of lads offered him a samosa. he took and moved to a corner to eat it.
After moving here and there again he stopped and started look in a direction. I followed his eyes and found he was looking towards a pair where a boy and girl were engaged in heated argument.
It looked that the boy was offering a rose bud, while girl was furious. Finally boy gave the rose to girl and started his bike and went away. The girl, after chasing the boy with eyes, tossed the rose bud towards a corner and left the place.
Now I directed my eyes towards my beggar boy, who was still looking at rose bud.
He went to the corner, took the rose bud and started to move away.
I kept on following him.
He went to backside of a building, collected some dust and planted the rose bud in the dust.
I kept on looking.
The beggar boy symbolized himself.

It was a Dog there

I made bike slow and started looking on the ground on the side.

-What?

He asked.

- You forgot the turn?

- No just looking the sign

I kept my eyes on ground and answered him

- And what was the sign?

- There was a dog sitting on the turn.

-God! are you crazy ? You sign was a dog? and where the hell that dog may be I guess it must be big enough.

His voice had a flavour of irritation , something which I liked always.

-In fact after turning I noticed two other dogs were starting to fight. so I guess my signpost dog must has joined them.

- Oh and then while moving, he must have left something for you.

I made a turn and while turning I pointed towards the ground.

- Yes! whenever Dogs sit somewhere they dig the soil a little. You see it was there. So this is my turn.

- Damn it ! its a faulty logic. how the hell you take these?

I stopped the bike near a tea stall .

- may be the logic was faulty but i liked the dog and you see we have reached the place. so I was right. Now don't be dog and lets have some tea before going to other dog.

we moved towards tea stalls. there were two one was crowded other was almost empty. I started moving towards empty.

- Now why there? Cant you see this shop is crowded and that one is empty?

- Because crowded one has some tea in pan and I am sure we will have to argue shop owner so that we may get fresh tea. Now as he is already full with customers, he may argue more. This empty shop will treat us like kings.

I ordered tea and we watched him starting to make fresh tea.

- This was again faulty logic I don't know why your faulty logic come succeed at the end.

- Because I know there is nothing in logic, Behave the way you want then search logic if somebody like you is with me. That's my basic logic.

I smiled. I knew my smile will make him more angry, more irritated.

I was watching some news channels last years when I arrived on a channel where they were talking some guys who were to participate on behalf of India in Olympics-2008. There were some boxers and one of them said;
You don't win Silver medal, You loose Gold
I knew at once that I will have to know some thing about boxing event before Olympics starts as India is going to do well in these events.
It was Akhil Kumar, the guy who did great during games. Though couldn't win a medal but he was inspiring. This was the fighting sprite I always wanted to be shown by Indian sports persons.
I would love to remember year 2008 for Akhil Kumars, Saina Nehwaals, V Anands and a complete transformation in Indian Cricket team and hope they will keep on doing good next year.

India plans big for space

Indian space scientists are now planning to send a man to space in an Indian spacecraft.

The scientists expect to realise the dream by 2015.

The project will involve an expenditure of Rs 12,000 crore.

The proposal for the mission has been submitted to the government and the pre- project clearance has already been given.

"It will be a major turning point for Indian space scientists after the successful mission to moon," G. Madhavan Nair, chairman of the Indian Space Research Organisation (ISRO), said at the 96th session of the Indian Science Congress.

Though sending a manned mission to moon is still quite far, the space scientists have started working on designs and logistics of a space capsule that will carry humans around the earth at a Low Earth Orbit (LEO) - an orbit which extends from the earth's surface up to an altitude of 2,000 km - and bring them back, Nair said. "We have postulated the idea." The capsule will have the capacity to carry three persons to the space and return to a pre- determined destination on earth. The mission duration will be up to seven days.

The designing of the spacecraft will involve many technologies.

It has to be equipped with radiation protection system and life- support system. It will also have a waste management system. ISRO has developed a conceptual design and has envisaged the technologies that need to be developed. It will take three to four years for the ideas to materialise.

Managing the crew's safety will be a crucial part of the mission.

If anything goes wrong, the capsule should be able to abort the mission and implement a crew escape system.

The mission will involve creating ground stations and launch facilities, besides crew training.

Nair said a preliminary review and assessment of India's first moon mission will be carried out at the end of this month.

India's mooncraft Chandrayaan has started mapping the lunar surface to see whether there are any minerals like helium or water on the moon.

The cameras on the Chandrayaan have caught over 35,000 images of the moon.

Nair said sending the mission to moon was not simple as the challenge was to escape earth's gravity and influence of the sun and the moon.

However, India's moon mission was more precise than those launched by other countries.

Thirty per cent US missions have crashlanded on the moon, he said.

Indian scientists also overcame challenges managing temperature on the moon, which is quite hot. In fact, subsystems had started failing due to the high temperature.

However, scientists could reorient the spacecraft. "All is now well," Nair said. The next mission to moon will involve sending a lander which will go around the moon and pick up samples.

Chandrayaan-I finds Iron Minirals on Moon

The moon mineralogy mapper (M3), a scientific instrument of the National Aeronautics and Space Administration (NASA) onboard India's first lunar mission Chandrayaan-1, found iron-bearing minerals on the lunar surface, the US space agency said on Thursday.

"The mapper spectrometer has beamed images of the Orientale Basin region of the moon, indicating abundance of iron-bearing minerals such as pyroxene. Using different wavelengths of light, the instrument has also revealed for the first time changes in rock and mineral composition," M3 principal investigator Carle Pieters said in a statement hosted on NASA Website.

Data from the 7-kg mapper provides space scientists first opportunity to examine lunar mineralogy at high spatial and spectral resolution.

The Orientale Basin is located on the moon's western limb. M3 captured the data last week when Chandrayaan was orbiting the moon at an altitude of 100 km.

"The imaging spectrometer provides us with compositional information across the moon that we have never had access to before. Our ability to identify and map the composition of the surface in geologic context provides a new level of detail needed to explore and understand the earth's nearest celestial neighbour," affirmed Pieters, who teaches at Brown University in Rhode Island.

The mapper was selected as a mission of opportunity through the NASA discovery programme. NASA's Jet Propulsion Laboratory designed and built the instrument at Pasadena in California.

"M3 will also help in characterising and mapping lunar minerals for knowing the moon's early geological evolution. Its compositional maps will improve our understanding of the early evolution of a differentiated planetary body and provide a high-resolution assessment of lunar resources," Chandrayaan project director M. Annadurai averred.

M3 is one of the 10 instruments onboard the unmanned Chandrayaan, conducting experiments while the spacecraft orbits over the moon next two years.

Five instruments were indigenously built by the state-run Indian Space Research Organisation (ISRO), while the remaining six payloads are of foreign origin, including three from the European Space Agency, two from NASA and one from Bulgaria.

Chandrayaan was launched on October 22 onboard the 316-tonne polar satellite launch vehicle (PSLV-C11) from ISRO's Satish Dhawan Space Centre at Sriharikota spaceport, about 80 km north of Chennai.

After traversing 3,84,000 km through the deep space for 18 days, the spacecraft entered the lunar orbit on November 8 and its moon impact probe was lowered on the moon's surface on November 14.

Civil Nuclear Deal

There is a lot of hue and cry in the political circles over the civil nuclear deal between India and the US. A lot of opposition seems to be not because of merits and demerits of such deal but because of political compulsions of various players in the politics. Despite of being affected by the political compulsions, each player is singing the national interest song. But it is interesting to see if anyone wants to support the deal,like SP, begins to consult scientists as everyone knows that scientists and other exports are in favor of deal.
Biggest opposition came from allies of the UPA government, the left front. Over last few years the left front run West Bengal has been going through various changes. It, for the sake of industrialization didn’t even cared the farmers of Nandigram and singoor, their demonstrations were crushed by hook and crook and several concerns like maoist hand and communal characters of movements were talked. They even rejected sentiments of likeminded thinkers from civil society, in the course of implementing their plans, those always looked capitalistic. In fact if anyone thinks it is deviation from left’s way of doing something, one is wrong as history is full of left governments of various countries, who suppressed every civilian movement which were against their views. In this regard they always act as feudal lords and always give contradictory reasons. Left is against the deal and it is very clear that their opposition is led by the fact that they are against US and don’t want a deal with the US. Left’s thinking over nuclear issues has always been guided by foreign players (Read China). Remember when India did five nuclear tests in 1998; left opposed this and when the issue of Iran gaining nuclear capabilities came, they stood in favor of Iran. Now have you known any other group in the world which is against gaining nuclear capabilities by its own country and supports other countries? There was contradiction just because of in Iran’s case US was camping against Iran. Imagine what stand they will take if China stands against Iran. Left has failed to come out with clear cut practical reasons, why it is against the deal. Recently left came with its ugly hidden face when it said SP shouldn’t support the deal as Muslims are against the deal. Suppose what would happen if someone comes with idea of India attacking Nepal as it recently dismissed last Hindu Ruler on the earth. What the hell these leftists are thinking? I thought they are above religious and communal ideas. But they are not and not only they are not above, they are communal too. Now they feel the state of India which a secular democracy by the virtue of its heritage and the constitution, should start taking decisions thinking of religious thinking. No community, be it majority or minority, should have a communal say in matters of state and this must be preserved. Moe over it is wrong interpretation of Muslim sentiments.
Recently BSP leader and chief minister of Uttar Pradesh, Ms Mayawati came with same view. She is a new champion of Muslim interests. She kept mum until SP came into light. As soon as prospects of SP entering into the deal to save UPA government became clear, she started to sing Muslim tune. No one is saying that there is no opportunistic dimension in SP coming close to UPA to save deal but has BSP, who campaigned in favor of BJP during 2202 Gujrat elections soon after Muslim homicide there. In fact Mayawati has an eye over possible SP-Congress pact in UP in coming Loksabha election. Despite of loosing grounds in UP, congress is still a player and despite of loosing government SP is a key player, a possible alliance between SP, Congress and RLD may diminish the hopes of Mayawati gaining political power in next Union government. Ridiculously some Muslim leaders bought the ant-Muslim theory and rushed to thank her, though these leaders have just religious value and never gained popular political support from Muslim population of UP.
Opposition’s stand on the deal is also ridiculous. Has BJP been in power, she would have been doing all the efforts to do this deal. In fact several BJP leaders are said to be in support of deal. Former NSA and PA to PM, Brajesh MIshra has openly supported the deal. The support of Mr. Mishra is often interpreted as support of farmer PM Mr. Vajpayee, as his proximity to farmer PM and his dependence on several issues on Mr. Mishra is well known. Perhaps it was answer of Dr. Singh’s appeal to farmer PM in loksabha. BJP’s opposition to the deal is often seen as opposition because of being opposition. My humble question is cant we grow to the extent of thinking national interest in place of political interests. It is quite evident if elections comes, supporting the deal may push BJP’s image in brighter light as despite of being in opposition it went for national interest.
Lastly is really the deal may affect the elections? Well! I don’t think deal or no deal will affect elections. Major issues will involve the rise in prices and other national issues. Has it been favorable conditions on economical and political front, congress would have gone to elections over this very issue. The deal will start affecting our economy after good long period of time and till that time no one will remember these long and stiff discussions. No one will remember who were against the deal or favored the deal. No one will remember once the deal was the question of life and death of a government.

who gets your votes go when you don’t cast?

On June 1st, fourteenth Loksabha completes its four years and now we enter in election years. At a time when several political parties are gearing up for new alliances and several politicians are changing loyalties to get through the hurdles of General Elections scheduled next year, think what we are doing. Here we stands for every one who is citizen of India.
Main motive behind this blog is to create awareness about our voting rights, to generate a simple thought that voting is not only our right but to use it, to use it properly is our duty.
Have you ever thought how important your vote is even if you did not choose to cast it? Just look at a possible statistics of a certain constituency
Number of candidates: 5 or 8 or 11 or anything
Percentage of Voting: 45%
Candidate A : 32%
Candidate B : 26%
Candidate C : 19%
And so on
You will say what is new in it. It’s usual and candidate A will win as A has secured more votes. Yes its usual thing and it is the picture of almost every constituency. Now lets have another look on statistics
Percentage of votes secured by A is 32 but it is 32% of only those who went to vote. That means 32% of 45% of total voters. That is equal to 14.4%. Let’s have a look on votes of top three candidates again
Candidate A : 32% of 45% : 14.4%
Candidate B : 26% of 45% : 11.7%
Candidate C : 19% of 45% : 08.5%
Now this is real picture Candidate with 14% votes won election by some what good margin by defeating those who got 11.7% and 8.5% and so on. Now you may blame Indian voting system which gives chance for such faults. But is it not known to you? Don’t you know from the first day that these are rules of the game and you knew that a candidate F is or may be a good candidate but you never choose to let him get your support in form of votes. May be remaining 85.6% people knew that A is someone who is not to be trusted but most of them choose to stay away saying politics is dirty.
Yes politics is dirty. And it is dirty because we choose it to be dirty.
It’s dirty because we don’t have heart to take responsibility.
It’s dirty because we could not perform simplest task given to us and that to only for our well being.

Well, in the starting I abused Sanjay for creating embarrassment for his reputated and noble father. I was about 14 yrs ago when he was arrested and sent to jail. As the case went on I gradually turned soft on Sanjay but I knew he broke the law and he will be punished and he must be punished. I felt happy when Judge said that he is not a terrorist even then I knew that he will get the punishment for his crime. Its hard to see such a versatile entertainer behind the bars but I don’t think it is unfair or any type of injustice.
I want to discuss what this guy,whom India Today says “Mother India ka kabhi bada na hone wala bachcha” gave us. Few days back my little niece was talking me and she told me that she likes Gandhiji. i asked what she likes in Gandhi ji, she told me that he is so nice man. then i asked her what she knows about him. she told me about slaps on face and so on. i said he said this because he was not so strong to answer the slap. Now she told me that he was not weak and it was his way to make the other guy good. I knew it all, I knew<, Gandhi is not name of majboori but he is a majbooti which we cant understand because we are so weak to understand. I knew all this because I read a lot of books, but my niece knew it because she saw the movie of Munna bhai(wahi bachcha jo kabhi bada nahi hoga according to India Today). She is not 8 and she knows this philosophy of making people good. I don’t know all those who learnt about Gandhi in Munna Bhai classes, will keep it with them or not but atleast they knew a little. I rememeber few years back many college going youths were not clear about Gandhi and his identity.
I smiled a little when i knew that Sanjay is sent to Yarwada jail where Mahatma spent much of his time. Infact for a long time i was thinking about postive punnishments and these days just because of the appeal of Sanjay i felt the need of such punnishments more. As we could have used his appeal for some purpose for our society.

The Nuke Deal

Well so the heat is on, on the nuke deal and now NDA wants parliamentary approval for the deal as if it has no knowledge about the rule and the fact that the deal doesn't needs that.
I want to say a few things about things going on these days. Three groups out off four in the parliament are against the deal and every one has separate reason for that. Lets see how; First about the so called UNPA. The group is against such deal with US and says that it is against the national interests, how they won't tell. Infact they had decided to go against anything which UPA does. After all they are making an alternative. There is Samajwadi Party which is opposing the deal because it is with USA and I still remember how happy Mr. Amar Singh was to throw red carpet to Mr. Clinton and posing his visit as the major achievement of the Samajwadi Party and thinking that others are not happy because Mr. Clinton is their guest. The show was embrassing but now they are posing of being anti American, with the C B Naidu, whose time was remarkable just because of visits from US and visits to US.
NDA is opposing the deal, saying it is against the national interest. I guess they think the interest of BJP and co. is the interest of the nation and as they could not make this deal and now UPA is making this deal so it is against. If they would have been in power they would have tried for the deal but alas the power changes every thing. George saab! you said nothing when you got stripted depite of being minister from India and now crying foul?
And the left, if the deal would have been with China, they would have supported it but it is US, the enemy of communism, though not of India, so they will be against it. Dear communists what you were thinking for last two years when the deal was in process? you were sleeping then? Now when the deal is final you got it bad? And yes communists were never in favour of India's nuke programme, and this deal is going to give uninterrupted uranium supply for India's nuke programms, so how communists can be happy with it. After all they will support only Iran's nuclear programme. Well communists China was not happy with the deal but now on your opposition they are happy. Feeling Good?
I am in favour of this deal because I know we need Uranium for our peaceful projects, for more power and for progress. The deal is on the basis of equality between US and India. This is for our energy needs. I see no harm in it. Dear Prime Minister if this time you surrender it will cast us much. please say firmly that the deal is done and it is for our future.

What New Delhi stands for you? May be the capital of India, may be center of power, may be the city of so called big people but to be very sure from today thousands of people from every corner of India and world will remember it as a place where they shared their dreams with people like them around the world. They are going to remember New Delhi as the place where they shared their pains and rose their weak voices strongly. The difference is- they are participating in India Social Forum(ISF) 2006.

The ISF is third event organized by WSF-India; Asian Social Forum-2003 and the WSF-2004. Building another world: visions for the future'' -- as the theme suggests -- focuses on engendering dialogue, optimism and hope, by creating a space that will enable a greater mobilization of resources for an alternative future within India, Asia and Africa.. The event started on November 9, 2006 with a grand gathering of more than 60,000 people on the exhibition ground near JLN Stadium. The excitement, the joy and sense of belongingness with the ISF was more than visible in the gathering. People were there to say something about themselves, about others perhaps for the first time in their life. Every action and every scene was telling the truth that it is a self motivated gathering from grassroots.

The show began with folk music when Ramdayal Munda with his people from Jharkhand made a cultural presentation which was followed by a poetry reading session by renowned Urdu poet Shahryar. It was an all women panel to inaugurate the event showing the concern of the WSF for women empowerment. When weak but firm voice of Irol Sharmila of Manipur made the declaration that she will keep on her fast till the People of Manipur get justice, everyone in the ground was moved. She has refused food, water and medical attention, since November 2000, to protest Armed Forces (Special Powers) Act. Tulsi Mai Munda, a tribal leader of Orissa talked about dreams of a better status of women in India. While Eileen Kuttab, activist from Palestine, narrated her experiences while working with the women in her country. She had been at the forefront of the Palestinian struggle and women's movement during the days of the first Palestinian Intifada. Medha Patekar, the NBA activist, Wahu Kara, a global social justice campaigner from Kenya, discussed about the impacts of Goobalization. Ruth Manorama talked about her efforts to break the upper-class, upper-caste image of women's movement in India.

It was a dreamy evening where everyone was there to share dreams which contained simple wishes, the wishes which has the capacity to change the world. The small dreams which are powerful enough to make the world happier and pretty. At the end of the function when the small fog particles started to make the sight diminished, the dreams were getting clearer and the faces were getting brighter. You dont need some thing extra to read the clear message in their eyes saying- Yes! Another World Is Possible.

Jar Of Life
A philosophy professor stood before his class and had some items in front of him. When the class began, wordlessly he picked up a very large and empty mayonnaise jar and proceeded to fill it with rocks, rocks about 2" in diameter.
He then asked the students if the jar was full?
They agreed that it was.
So the professor then picked up a box of pebbles and poured them into the jar. He shook the jar lightly. The pebbles, of course, rolled into the open areas between the rocks. He then asked the students again if the jar was full. They agreed it was.
The professor then picked up a box of sand and poured it into the jar. Of course, the sand filled up everything else. He then asked once more if the jar was full. The class responded with a unanimous, 'YES'!
The professor then produced two cans of beer from under the desk and proceeded to pour their entire contents into the jar, effectively filling the emptyspace between the sand. The students laughed.
"Now," said the professor, as the laughter subsided, want you to recognize that this jar represents your life. The rocks are the important things - your family, your partner, your health, your children - things that if everything else was lost and only they remained, your life would still be full.
The pebbles are the other things that matter like your job, your house, your car, etc. The sand is everything else. The small stuff in your life." "If you put the sand into the jar first", he continued, "there is no room for the pebbles or the rocks. The same goes for your life. If you spend all your time and energy on the small stuff, you will never have room for the things that are important to you.Pay attention to the things that are critical to your happiness. Play with your children. Take time to get medical checkups. Take your partner out to dinner and dancing. There will always be time to go to work, clean the house, give a dinner party, and fix the disposal.""Take care of the rocks first, the things that really matter. Set your priorities. The rest is just sand."
One of the students raised her hand and inquired what the beer represented. The professor smiled. "I'm glad you asked. It just goes to show you that no matter how full your life may seem, there's always room for a couple of beers."
